No, it isn`t a proper song at all, but it is very much part of the "story" of the album, the "punchline" if you wish.

'Under The Bed' IS a proper song. 'Flaline' isn`t a song at all. It's is just sound effects (a heart monitor) which stops and the word 'Steven'.
It is absolutely part of the "story" otherwise it is completely pointless in ANY other context. Why it isn`t a hidden track or something at the end of the normal tracklist I don`t know.
Just because a song isn`t on the normal edition of an album doesn`t mean it can`t fit into the concept of the album.

It's Steven because Steven is the protagonist of the story in both WTMN and W2MN not Alice.
