I could be wrong, but that looks like a bootleg. It's the Bonaroo show obviously ('Born This Way' as last track) and looking at the cover image doesn`t reassure me that this is legit.
It could be thay have just used the steaming version and put it on DVD.

I was tempted by a Bonnaroo one for the reason you know....i am human after all

I don't buy bootlegs from, let's say records conventions, when you can clearly see that it is a bootleg, but I can't see why Archambault Musique would sell something illegal, it's a well established store. Anyway, what is it, $23.99? It's my money, I do what I want. So what?

a naieve question from me:
those bootlegs are filmed with hughe camera's just like the official dvd's : not like it is being filmed with some tiny little thing by someone in the audience
how do they get away with it : as it is being filmed openly, who gives the permission? what is the use of it being filmed if it is never released ?

Just because someone has permission to film, and in this case stream, a show doesn`t automatically give them permission to do anything else (DVD/TV etc) with the footage. Whether they can release the footage on DVD would very much depend on what is in the original contract for the show/webcast.
