First I heard the 13th, then the 16th.
However Amazon UK are advertising the 12th at present, can anyone confirm if this is the true release date.

I thought it was coming out a month before the other versions but it doesn't sound like this is the case now.

Well...that WAS the case. I'm caught in 2 minds about it though, it was advertised as being a month early but it now seems that the standard CD and downloads are available on the same date. False advertising?

I'm in the US and had gotten the UK Fan Pack to get it early. But, any other release I'm going to get doesn't have the magazine/booklet to go with it, so I'm excited to see that.

Yes, there's no doubt that the Fan Pack seems good value for money. There are casual fans though who probably wanted just the CD and may have forked out the £14.99 for the Fan Pack in order to get it in September.
