As I understand it, yes basically it is. Unless the record company seeks and pays for certification/recertification it doesn't happen.
If I remember a bunch of albums were re-certified (upgraded) at around the same time, long after they had actually sold the requisite number of copies, possible after a push by Brian Nelson to get it done.

I've never been inclined to look into certifications because I can appreciate awards more if I don't have to seek them out.
As I understand it, the record label pays for the awards with the artist's royalties.

This is fascinating. I have an AC/DC Highway to Hell gold disc framed with a mounted card with all the band autographs (Brian, not Bon). I got it as a gift for my 40th Birthday, and was always wary of whether the autographs were genuine. Now, looking at the thing, and knowing the real individual track times, I am suspecting the record is not Highway to Hell at all! This is just a gift. If like Dennis, I was presented with a disc for writing and performing on a hit album, then discovered decades later the disc was someone else's music, I would be pretty miffed. Then again, if The Stones were getting the same one's, maybe I would see the funny side.

That's pretty petty from the corporate standpoint.
Fine print in contract (I guess) but, that comes out of the Bands pocket.
