Despite the fact that the setlist for RTD isn't great, it's still a fun show and I loved every minute of it when I saw him in Bouremouth last Halloween. It says you need to pledge (2,500 $ or more) to submit your film / TV plot... not sure about story ideas/plots however. I guess one could give it a try :)

Since your pledge only comes into effect if the project gets through, you might as well pledge early and see what happens imho.
