Waters actually was the singer on "Shine on...." Gilmour sang it live after his departure though.

On some of the more recent albums/projects it does sound like Alice's vocals are "sweetened" in some places. So he might not rely on autotune but it's possible some "fixes" are done here and there.

I think the way it works with a lot of artists these days is that the recording costs are covered by the artist themselves or investors. Bands on a label still receive advancements but it's not as much as it used to be. Some bands do crowdfunding or front the money themselves but it's mostly indie ...
